Retirement Villages Group has been granted approval to develop an integrated retirement community in Elstree, Hertfordshire.
The decision comes after extensive engagement with the planning team at Hertsmere Borough Council, local stakeholders and the community, paving the way for the later-living specialist’s latest Thrive Living development.

The decision, which was confirmed at a full planning committee meeting on Thursday 20 February 2025, means that the site can now be prepared for a new, much-needed integrated retirement community of 141 homes with extra care, comprising a mix of apartments and cottages. A range of facilities and amenities focused on well-being and community and designed specifically for people aged 65 and over form a central component. Homes will be available to buy and rent.
The new community will be fully net zero, highlighting RVG’s commitment to sustainability, the environment and biodiversity.
The Thrive Living team has said that it is also eager to build on the existing community engagement programme, encouraging local people to become involved in what will become a new part of the Elstree community.
Retirement Villages Group, the developer and operator of integrated retirement communities was established in 1981 and now operates 1,800 cottages and apartments at 16 sites across the country. The Group’s Thrive Living collection focuses on providing positive, healthy lifestyles for over 65s who want to be connected to thriving local communities.
The company has plans to deliver over 5,000 new homes across 40 new sites at an estimated value of £2billion in the next ten years.
