The regeneration of the Teviot Estate in East London is undergoing a redesign after concerns were raised about the impact on daylight and overlooking issues.

The Tower Hamlets Council flagged four towers in the 2,000-home scheme by The Hill Group and Poplar Harca, which was due to start construction last month. It marks the second delay to the development after being submitted for planning in June 2024, having been originally redesigned to include second staircases following the introduction of fire safety requirements for buildings over 18 metres.

The plans for the regeneration of the 1950s estate in Poplar, designed by architect, BPTW, comprise 21 building plots and blocks up to 30 storeys high.

Following an independent review of the scheme’s proposed daylight impacts, the council and statutory consultees requested changes to the massing of four buildings and the footprint of one of the towers.

The changes have seen two towers increased to 26 storeys, another increased by three storeys to now reach 19, and a pair of linked 18-storey towers merged into one 22-storey block.

The redesign, which was resubmitted in March, also saw the open space at the centre of the scheme increased in size and a play area relocated to it.

Paul Dooley, director of development and regeneration at Poplar Harca, said: “We needed to update our plans to meet the requirements of the new Building Safety Act, ensuring all buildings over six storeys high have a second staircase.”

”We have submitted the planning application to the London Borough of Tower Hamlets for their consideration and have been working alongside their planning team to ensure we update designs based on their recommendations.”

”This includes enhancing the spacing around homes to provide residents with greater separation, privacy, and a more enjoyable living environment.”

A spokesperson for Tower Hamlets said: “Planning permission for Teviot Estate is progressing, with our Planning Officers working closely with Poplar Harca and Hill Developments to ensure any issues with the application are addressed.”

The scheme will be delivered in four phases and deliver a maximum of 1,923 homes. Hill and Poplar Harca are targeting a planning committee date at Tower Hamlets council in June.
