Development opportunity in Cathedral City

Roussillon Aerial Photo Knight Frank is marketing a large chunk of a former army barracks in Chichester, which has planning permission for 350 new homes, on behalf of English Partnerships.
The seven-hectare Roussillon Barracks site, formerly home to the Royal Military Police, is located in north Chichester, of which 5.6 hectares have been allocated for sustainable development as part of English Partnerships’ national regeneration programme. The site, which is not located in a conservation area, comprises a number of buildings, none of which are listed, as well as half of a large playing field which was formerly used as a parade ground.

The army is retaining four hectares for use to the north of the site, which is located next to another English Partnerships site – a former hospital which Knight Frank recently sold to developers Linden Homes and Downland to build a sustainable mixed-use scheme.

“Roussillon Barracks is one of the remaining landmark sites in the area,” says Hugo Stuttaford, head of Knight Frank’s south-east land branch. “Its redevelopment will help to complete the regeneration of north-east Chichester as part of the emerging Chichester District Council’s development brief. The scheme will provide a broad mix of high quality, environmentally responsible housing that will complement the adjacent site at Graylingwell Hospital.”

There may be an opportunity for a consortium of developers to work on the site, Knight Frank adds, as a mixture of building sizes, types and tenures will be encouraged to develop a sustainable community. The successful developer will be required to deliver a high quality scheme, adopting all English Partnership’s design and quality standards for new-build housing, while meeting a minimum requirement of Level 4 of the Code for Sustainable Homes.
